The Higher Education
Commission (HEC) Pakistan has introduced the Overseas Scholarships for MS/MPhil
and PhD Studies – Phase-III, Batch-IV, offering Pakistani and Azad Jammu &
Kashmir (AJ&K) nationals an opportunity to continue their advanced studies
abroad. Under this fully funded scholarship program, successful applicants can
pursue higher education and research at leading international universities that
are placed within the Top 200 of the QS or THE World University Rankings,
subject to the program’s eligibility requirements.

How to Apply Online (Step-by-Step)
Selection
Process
1. Register on
Portal: Create an account or log in to the official HEC portal at
eservices.hec.gov.pk.
2. Complete
Profile: Enter academic credentials, personal details, employment details, and
select preferred study options.
3. Pay Application
Fee: Deposit the non-refundable processing fee of PKR 3,000/- using 1LINK
payment services (via ATM, Mobile Banking, Internet Banking, or OTC).
4. Submit Online:
Finalize and submit the application online before August
28, 2026 (16:00 PKT).
5. No Hard Copies:
Do not send hard copies or physical documents at this initial stage. Only
shortlisted applicants will be requested to submit signed physical copies and
verified educational certificates.
6. Eligibility
Criteria:
For PhD Scholarships:
Citizenship Requirement: Applicants must possess Pakistani citizenship or
be recognized as nationals of Azad Jammu & Kashmir (AJ&K).
Prior HEC Beneficiaries: Applicants who previously availed an HEC-funded
MS/MPhil scholarship must have completed a minimum 2-year residency in Pakistan
following their degree completion and submit a No Objection Certificate (NOC).
Qualification: Minimum 18 years of education (MS/MPhil or equivalent
degree). Candidates with 17 years MSc/MS foreign degrees are also eligible,
subject to providing an equivalence certificate from HEC.
Academic Record:
Maximum of one second division (or equivalent grade) throughout the
academic career prior to the terminal degree.
Minimum CGPA 3.0 out of 4.0 (semester system) or First Division (annual
system) in MS/MPhil/Equivalent.
Government Employees: Candidates currently employed by public-sector
universities or colleges, research and development organizations, government
departments, or semi-government institutions must submit a No Objection
Certificate (NOC) issued by their respective parent organization.
Age Limit (by closing date):
Public Sector/Govt Employees: Maximum 40 years.
All Others: Maximum 35 years.
For MS/MPhil Scholarships:
Nationality: Applicants must hold Pakistani citizenship or be a national
of Azad Jammu & Kashmir (AJ&K).
Qualification: BS/BE/Masters or equivalent (minimum 16 years of education
in a relevant field).
Academic Record:
Maximum of one second division throughout the academic career prior to
the terminal degree.
Minimum CGPA 3.0 out of 4.0 (semester system) or First Division (annual
system) in BS/BE/Masters.
Government Employees: Applicants serving in government departments must
provide a No Objection Certificate (NOC) issued by their respective parent
department.
Age Limit (by closing date):
Public Sector/Govt Employees: Maximum 35 years.
All Others: Maximum 30 years.
7. Selection
Process & Aptitude Test (HAT):
Selection is strictly merit-based following approved provincial quotas
set by the Government of Pakistan.
HEC Aptitude Test (HAT): The Education Testing Council (ETC), Pakistan
conducts the HAT for eligible applicants. Scores obtained in the examination
are considered valid for two years from the test date.
Candidates who have already taken an HAT administered by ETC may use
their existing valid score, with the highest score being considered for the
application.
Direct Test/Interview Exemption: Candidates holding a confirmed
unconditional admission for the Fall 2026 semester in a Top 200 QS/THE-ranked
university (in the approved thematic fields) are exempted from the scholarship
test/interview, subject to meeting standard eligibility requirements.
University Admission Requirements: Applicants must meet all admission
criteria set by the selected host university on their own, including any
required language proficiency tests such as IELTS or TOEFL, as well as aptitude
examinations like GRE or GMAT, where applicable.
